My neighbor, ** ********, and I met with Logan O*****, an employee of ******** Roofing, on September 9, 2022, for the purpose of getting an estimate for our roof (** ********, and I, ******** ******, independently own the duplex). Over the course of several weeks, while we were considering who to hire Logan insisted that Level 3 was “sufficient” whereas we knew that Level 4 was now the code. Logan insisted that Level 3 was fine. Finally, he texted us that we were right and the roof WOULD have Level 4 shingles. On the day the job was done I photographed the men on the roof because it appeared that they were putting blue underlayment ON TOP of the old (black) underlayment. When we talked with Logan he said there was no issue with the 2 layers being there, and that it was “even better” to have the two layers.I contacted ***** **** at the Building Department of the City of ******** 3-4 times to verify what the code says. . I also contacted a representative from ***** ******* to determine what shingles they sold were Level 4. On November 7, 2022 I received a text from Logan; he stated that the inspection was “scheduled for Friday the 11th.” That was not true. There was also a delay in paying for the inspection. ** and I have been diligent in trying to contact the Loveland Roofing Company as well as paying in full the day of the roof being put on, October 28, 2022. At this point we have not received any call (or texts) back from them. At this point we feel “stuck”. This has been extremely disappointing and time-consuming. The contract we signed says (#3): “Loveland ROOFING will purchase all necessary building permits and will perform all work in a workmanlike manner according to local building codes and specifications.” We are wanting to know the definition of “a worklmanlike manner-according to the local building code”. Good Morning. I apologize for the delay as I was under the impression that a co-worker already responded. At this time, Logan is working with the city and the homeowner to have any issues addressed in a timely manner. The weather had delayed the process on a couple of occasions. We will make sure that we do everything possible to make sure this is addressed and the homeowners are satisified.Initial Complaint

I signed a roofing contract on 10-29-2021 with Loveland Roofing for $9,965.85. Logan O****** was the company rep that initiated the contract. The day I signed the contract Logan said he would personally go get a building permit from the City of **** ******* and post it on my window before his crew roofed my house the following Wed/Nov 3 or Thurs/Nov 4.. My house was roofed 11-8, he did not post the permit etc.. The crew did my roof and I complained first about my big front window as the trim was bent up (and will need replacement) and was very noticeable from the street. I sent a pic and Logan said he would take a look but was already making excuses like it was something that my roof caused etc... There is other siding damage and I showed some of it to Logan and the co-owner Andrew B***** on Nov 19, 2021. Andrew B***** did not even let me show him all the damage before deciding to leave and ranting that he could put a lien on my house etc.... Up to that point I had asked Logan about a building permit for my roof twice. He made up a story which the city proved was totally false. The city of **** ******* gave me this info. General liability insurance expired on 9/19/21 Work Comp. expired on 10/1/21 – At this point they cannot pull a permit 9/19/21. 10/24/21 contractor’s license expiration date – At this point they cannot pull a permit (11/8/21 Your roof was completed) 11/22/21 renewal completed license enabled in City system – At this point they can pull a permit, however, their insurance was expired, so they could not pull a permit. 11/23/21 General liability and work comp. certificate received and updated – They can now pull a permit 12/1/21 permit application received, and permit issued 12/6/21 inspection scheduled 12/29/21 final inspection completed with passing result So 1-5-22 Andrew issued a backdated invoice and I asked him to reissue one with a correct date which he did on 1-11-21 and I received his lawyer's lien notice 1-27. We are following up in regards to the complaint filed by Mr. ****** ***** *****. The homeowner has made accusations that we damaged his siding and the flashing during the install process. We were never notified by our roofers that any damage occurred during the install process. We have used the same roofing crew for many years and they are very trustworthy. I notified the homeowner that we would gladly pay for any siding damage if he could show us proof that we were responsible for the damage.
Loveland Roofing has admitted to the homeowner that the licensing and the permit process was not followed per the city guidelines. Our license was in the process of being renewed by the City of **** *******. Per the city, we have a 60 day window to submit all of the required information in order to renew the license.
Regarding the claim that our policies were expired for workers comp and liability is not correct. We were fully insured however the city had outdated policy information in their possession. The updated policies were sent to the city once requested.Due to the fact that we had a seasonal employee with a medical condition, the permit to complete the work did not happen until after the installation. We were under the impression that the permit was pulled however it never happened until after the installation. We have admitted to the homeowner that we made a mistake in regards to when the permit was pulled.
Eventually our license was renewed and we pulled the permit as required by the city. We scheduled for the roof to be inspected and within a couple of weeks it was inspected by a city employee and passed.At this time we asked the homeowner for payment and he would still not pay for the installation. Per his request, I had the warranty for the shingles be processed by ***** *******. After this was completed, the homeowner would still not pay. In good faith I let the homeowner know that I would take $400 off his invoice so he could address the siding issue even though we were not responsible for the damage. The homeowner would still not pay.
Once again, Loveland Roofing admitted that we did not follow the correct guidelines when pulling a permit with the city. However, we did eventually pull the permit and the roof was inspected and passed.

I am rejecting this response because: Andrew is lying as usual and he never admitted to me that he did not follow the City of **** ******* permitting process !! When I met with him all he said is the building permit was ot an issue as "I am getting one". He also confirmed Logan's (Roofing Manager) story about a "supposed seasonal employee applying for the permit. First note that Logan told me numerous times including right at the contract signing that he would "personally" go to the City of **** *******, pull the permit, and post on my front window before the crew started the job. Logan's response to my asking numerous times for the building permit (after the job was done) was this:Good Morning ******, it seems as though our seasonal Office Manager had dropped the ball on the permitting process for your home. Prior to contracting the virus and going into our off season, She had applied for the permit, and didn't pay for it so it went invalid. I have applied for a new Fast Track Roofing Permit through the City of **** ******* and will have all proper documentation and inspections done ASAP, pending CIty of **** ******* processing speed. At this time, you are eligible for a supplemental check to cover recoverable depreciation, and supplemental building codes such as but not limited to, Class 4 Impact resistant shingles, and additional ice and water barrier coverage that was not previously required.

I have checked our records and we do not show that Loveland Roofing pulled a permit for the work they did at your home. We also show that their license and insurance is expired. The license is expired as of 10/24/2021. If they tried to pull a permit yesterday, they would have been denied because their license is expired. We also do not offer a fast track permit or inspection. I am also copying our Licensing Agent and our 2 interim Building Officials so they are aware of the situation. You can give ****** ******** a call at ************ and he can speak with you about your options.

***** *****Also note that Andrew B***** wanted live video proof of his crew damaging my siding. Anyone else that hires Loveland Roofing may want to hire a video crew. Logan had been lying so much about the timetable of doing my roof and when he did not post the permit, I took a whole bunch of pictures of my house, right before, during, and after roof replacement. My pics showed the damage caused by Loveland Roofing and Andrew did not want to pay court and lawyer costs when he knew he would lose in court, so that is the reason he gave me a credit for siding damage (although he will not admit his crew causing it.)
I also have a big issue with incompetent and lying Logan saying at least 5 times, including right at contract signing, that he would replace my commercial size downspouts with the same size. He sent the "gutter replacement crew" with the smaller size.
I think Andrew B***** should offer me some recompense for that!
I also think that Andrew B***** should apologize for the lies about the building permit and never being forthcoming about not even being licensed to do work in the City of **** ******* while at the same time threatening me with a lien and lawyer's bills for my roofing job when I had not even been invoiced.
Andrew sent me my first invoice (backdated to December 6, 2021 like the snake he is and unable to do anything honest. I am sure he wanted to use the date to put a lien on my house) on Jan 5, 2022. Andrew wanted payment within 2 days of the incorrectly dated invoice. He finally sent me a correct invoice on Jan 11, 2022. Andrew's lawyers sent me a notice to put a mechanic's lien on my house dated Jan 27, only 16 days from me being correctly invoiced. 16 days !!!!!! I think the State of Colorado gives me a month or so to pay, I haven't checked yet. I paid my bill within 30 days on Feb 3 , 2022. Also note that I never refused to pay my bill per Andrew's statement in his response !!! Lies !!! I always told him I would pay my bill and I even told him I have perfect credit etc... I also told him a couple times during this horrible process that he never asked me "what he could do to make this right" He never took the hint and asked me. I was going to offer to pay the majority of my bill and then figure out the siding etc...
I hope Andrew updates to BBB that he purchased this business (with Scott ?) approximately just over 2 years ago and his correct business address is 126, South Cleveland, Loveland, CO, 80537. I think he is waiting until they get more complaints and then he can update and start fresh. (That is how he operates) He also said in his response to my complaint that they have had the same roofing crew for many years. Logan swears it is 18 years when he gives his sales pitch. My brother had a roof done by the previous owner in 2016 which is the only reason I signed a contract with Loveland Roofing. I think Loveland Roofing's contract is very predatory. I hope ANYBODY That Is Thinking of Hiring Loveland Roofing at least compares their contract to other roofers' contracts, show it to your realtor, a lawyer, your neighbor etc.... and give them a goodlaugh before they slap some sense into you. Also note to have Loveland write it to your specifications. You might want a penalty if Loveland Roofing does not pull a permit etc... Also, you should not pay the full bill until the job passes inspection or they will never get one !!
Also note that if I had gotten a lawyer I would not be able to write this BBB complaint as far as I know. Also, I am only allowed so many words in a complaint or I could write a book just like the guy that complained on 7-6-2021
Also note that the only reason Andrew did not start the whole lien process right away from the day the job was completed (Stated in their contract that they can do that. I would have paid my bill and then gotten a lawyer) is that Andrew and Logan were trying to get a supplemental code payment from my insurance company. I told Andrew on Nov 19, 2021 when we met (and he ranted about putting a lien on my house and I video'd myself asking for an invoice and Andrew saying he would send one) that the insurance company told me I would not get the supplemental code payment. He asked me what I was going to do with the money, haha. He didn't believe me because he can not believe any of the words that leave his own mouth. In fact Logan texted me Nov 10, 2021 saying he needed to meet and have me sign the supplemental expense report so he could wrap things up with the City of **** *******. Logan had not even contacted the City of **** ******* for anything up to that point, much less my building permit. He was lying as usual and using The City of **** ******* wrapup as an excuse to get me to sign another contract.

Our prior email laid out all of the facts in regards to what transpired regarding the homeowners roof. The homeowner has stated that Logan and myself are dishonest and that is simply not true. We put a roof on for the homeowner and it passed inspection as the quality of the work was excellent. We have already admitted to the homeowner that we did not follow the correct steps when pulling the permit due to miscommunication on our end however the permit was pulled and as stated prior, it passed inspection. After multiple attempts to obtain payment, it was apparent that the homeowner was not going to pay so our only remaining option was to seek legal counsel. Thank you

I am rejecting this response because:
Loveland Roofing is lying when they say I refused to pay my bill.Loveland Roofing did not do an excellent job and in fact gave me a $400.00 credit for the damage they did to my siding. (So now I have to have that fixed along with all the black scuff markings they somehow put on my white siding)
Logan O****** of Loveland Roofing also promised me numerous times that my commercial size downspouts would be replaced by the same size downspouts. He sent the gutter crew with the wrong size etc...
Loveland Roofing owes me the difference in price from the size of the commercial downspouts I was promised to the size that was installed.
Loveland Roofing still owes me a receipt for my roof payment.
Also note that the roofing job was sloppy, and I have video of Logan finally caulking exposed nailheads (the day I met Logan and Andrew on my roof to show them the damage they caused to my siding) that the crew totally missed when doing my roof. That includes all the nailheads on a roofing vent etc... Very sloppy!
Loveland Roofing NEVER admitted to me that they did not pull a building permit. (Logan O****** of Loveland Roofing made up a big story which included saying that they even applied for a City of **** ******* FastTrack permit which the City of **** ******* responded does not exist, per my previous correspondence with BBB) Loveland Roofing also never admitted to not being licensed and insured to do business in the City of **** ******* when they worked on my roof. I have still not received an acknowledgement of this from Loveland Roofing even though they said they gave me one, or an apology for making up the Fast Track Permit process for the City of **** *******. (Andrew, I am waiting for that along with the receipt for my prompt payment of my bill, where is my receipt please!) Andrew wanted payment within 2 days of incorrectly invoicing me, he promised me a receipt as soon as I paid my bill. It is February 28th today (I just checked my mail and nothing from Andrew) and Andrew cashed my check on 2-4-2022. I guess the promptness Andrew demands from his customers does not apply to him. Andrew also considered it a "task I gave him" when I said I wanted my shingle warranty. It states in their contract that they will give you one. The only thing that Andrew seemed to pay attention to in his contract was that he had his lawyer file an intent to file a mechanic's lien 16 days from the day I was correctly invoiced.
Note that the only reason Andrew pulled a building permit for my house is because I was asking for the number of the building permit numerous times. This is the City of **** ******* response to how many building permits Loveland Roofing has requested since Andrew and Scott took over the business:

I am showing that they have pulled 6 permits in the past couple of years that they have been licensed with us, one of them is your permit. Three of these permits are in expired status due to us not receiving their construction waste management paperwork.
The violation process takes just a small bit of time, and we are in the process of this investigation.Shar
Note that the City of **** ******* is currently investigating Loveland Roofing for not pulling my building permit.
So, per Andrew B***** saying I refused to pay my bill. I have video of myself asking Andrew B***** for my roof invoice and Andrew saying he would send one.

I never refused to pay my bill. I in fact told Andrew I had perfect credit and I always pay my bills. His response:
