      April 5, 2021 Thomas Starnes, of Starnes Construction Services llc quoted an estimate for work to be done laying a garage slab and driveway, with surrounding slabs off a lot layout that was submitted to the city for work in 2020 but had to be cancelled due to covid19. He quoted a total of $28,000 for the work to mostly match the previous quote of $27,139 and was given all of the same documentation. He sent over an initial invoice for the work and walked away with a check for $14,000 on the agreement of half down on promise of starting within a few weeks, and half at final pour. After some back and forth communicating, he claimed he accidentally blocked my number, and ignored emails, texts, voicemails until August, when he finally returned a call asking if I was ready to get started. After I removed the garage and old slab and prepped the site for work, he failed to show up or start work on multiple occasions and kept claiming he'd start as soon as he finished other projects that he had picked up. Grading the location to begin framing didn't start until October 19th, when he demanded more money to continue work, unlike the service agreement he sent over that said half at start, half at final pour. He also had me write him a separate check so that he could pay the two workers who showed up in cash. These two and I did almost all of the work during the day, with Thomas Starnes off site making runs to the bank to cash checks and a run to the store to pick up framing that he knew he would need. On October 18th, he sent a message asking for the plans for the garage slab, when I asked whether he wanted plans for all of the slab work, he declined and said he only wanted the garage slab dimensions. The next day, he claimed he thought a portion of the garage was the full dimensions of the driveway he needed to do. None of the grading work was finished, the form was not square or level, with no bracing. He's ignored demand letters from my attorney and blocked my phone.
