I contracted a lease for my daughter with off campus housing at ***************** through Penn Rentals. I paid the 1 month security deposit as well as 1 month rent for August 2023. My daughter arrived on August 14th to the apartment at ************************************** in Philadelphia. The apartment was a mess. There was a strong smell of urine and other unpleasant odors. There were rats near the apartment entrance as well as by the trash near the street. My daughter's room had a broken cracked door which she had to slam to shut and lock. Her closet was also broken. In addition, the common areas were a disaster. The sofa had broken springs and was dirty. The walls had smears of all kinds of substances, some that looked to be unsanitary. I requested that the lease be broken by Penn Rentals. They did that and only returned $300 which was half of August's rent. I still am owed $900 ($600 of which is the security deposit and another $300 of the rest of August rent). The owner of Penn Rentals refuses to return this money. I don't understand this as my daughter never stayed in the unit. We took one look at the unsanitary conditions and then I took her back to my hotel. I had to scramble to find alternate housing for her at a very high cost. I demand this money back from the unscrupulous owner at Penn Rentals. He also kicked out another tenant at the same building without returning her money. I would want my full $900 back from him. The apartment was a mess, the area around it was extremely dangerous and there were insects and rats surrounding the area (one which I saw firsthand near the apartment as I was walking to the door of the unit).
