In May-June, I called **** for an estimate on insulating a shipping container. He provided a quote right then. The price was reasonable and I asked about his time frame. He told me 2 weeks, but I would not be considered until I paid him $300 via Zelle. I paid the money and started to wait. After 15 days I started calling. **** finally called back and said another 1-2 weeks. He also raised his price A LOT. I explained we are behind schedule and asked why the price was higher. He denied the price was higher and was a bit defensive compared to before he had my money. He didn't seem to care, at all, and said he would call when he's ready.He called about 10 days later, telling me he would be out the next morning (i was given NO NOTICE), and he changed his price AGAIN! This time, it was a little lower than the last price, but still much higher than the first. I explained everything, again, and suggested we cancel and asked about a refund. He said "no refund". I tried to talk to him about it. He denied all of the price changes, and was laughing at me when I explained he NEVER mentioned a no refund policy (yet he forced me to pay a deposit to be placed on a waiting list). He seemed to get a lot of enjoyment out of keeping the money, as he and someone else in the background were laughing the whole time I was trying to talk to him.I see at least 2 accounts of bait and switch (prices, dates, refund policy, etc). At no point did he mention the refund was non-refundable. I am requesting a full refund.
