Jeff H*** came to my house April 1st to discuss painting our home's interior. He provided us with a quote that night for $4,600. He requested that we pay 10% down to accept. I paid on April 3rd. On April 4th he planned to procure all paint and supplies. I paid $1840 on April 4th to complete the 50% down required. He alleged it would cover paying workers and $1,000 of paint supplies he'd pick up that day. April 5th, the day agreed for him to start, he postponed. Each day, the hours that he would show up and the hours that he would work were erratic. There were postponments due to supposed problems with other jobs, no additional workers (save one day), and frequent trips to Sherwin Williams. At one point, we decided to pay him to paint trim and mouldings. He quoted us $1500 and adjusted his invoice then asked us to pay the $750 per his 50% down policy. We were nervous to do so because of how the job had been going so we put it off for a day. He showed up, accomplished a good deal of work that day, so we paid him the 50% down on April 11th. Following that, he became even more inconsistent. On the 13th, he showed up, looked at the vaulted ceiling that was next on the job (and had always been part of the job) and pondered how to paint it around the drop ceiling fan though he had initially alleged it was no big deal and he could definitely do it. They said they would probably need scaffolding instead of ladders, so I found a rental place with a really decent price that we had used before and furnished him with the local phone numbers. Later, he texted me that he needed to take the day off to figure some things out. After apologizing for all the problems he asked if we could pay him some more money, a "progress payment". We politely refused. He said he understood but told us the next day that he couldn't complete the job, refusing to give us any refund. We have tape and plastic covered, partially completed rooms plus 5 rooms, 3.5 baths not even begun.
