Because the *** is a publicly owned, not-for-profit, and cost-based utility, all of its costs are recovered through customer rates. The surcharge was added for transparency since the low-income program was a requirement from the **************** ************ Transformation Act (CETA)legislation RCW ******, section 120. The costs for the previous low-income programs (which have been around since the early ****s) were already included in customer rates. Those low-income programs have now been discontinued and current participants grandfathered in while no new applicants will be added.The surcharge covers the costs for those two programs (previously in customer rates) along with the new mandated low-income program. The *** held public hearings for customer comments on how these costs should be recovered. The decision was made to have the cost broken out on the bill in the form of a surcharge rather than added into the rates.
